Kotputli News | Memorandum submitted to SDM in the name of Chief Minister regarding discrepancies in EWS reservation

Kotputli, 01 May 2023

Under the aegis of Shri Kshatra Purusharth Foundation, a campaign has been started across the state to submit memorandum to the Prime Minister and the Chief Minister regarding anomalies in EWS reservation. Under which memorandums are being submitted at various places across the state. In this sequence, a memorandum was also submitted to Kotputli SDM on Monday. Expressing gratitude to the Prime Minister for giving reservation to the economically backward unreserved classes, a request has been made to remove the existing discrepancies in the memorandum. Along with income, property conditions have also been included in the Center for eligibility for reservation for economically backward classes. Since India is a country of diversities, the land of all India is not equally fertile and productive, also there is huge variation in property prices. Other states including Gujarat, Rajasthan have considered only 08 lakh annual income as the criteria by removing the conditions of property according to the conditions of the state. Therefore, instead of one rule in the whole country, the certificate made according to the rules fixed by the states should be recognized in the center as well. So that the applicant does not have to get different proofs made and the conditions are also suited to the local conditions. To corroborate this demand, figures of EWS certificates made in the Center and the State in the last financial year were attached. From which it is known that the ratio of certificates made in the state and the center is 70:30. Along with this, exemption should be given in the maximum age limit, minimum qualification, fees etc. in the center like reservation given to other classes. Also, the validity of the certificate should be made three years instead of one year. Many state governments have made such a provision. Therefore, this should be implemented in the center also so that the economically weak can get full benefit of this reservation. Along with this, the unit of income has been considered as family and the income of parents, husband, wife, unmarried brothers and sisters is included in the family. This causes procedural difficulties and complicates the process of computing income. It becomes more difficult for a married woman, because there is a provision to accept the income of both her in-laws and husband's side, due to which she has to visit the administrative office of both the places. Therefore, like other creamy layer reservation, the income should be calculated from the income of the parents only. Along with this, facilities for hostels, scholarships etc. should be provided for the students of this class and National Economic Backward Classes Commission should be constituted. So that the interests of this class can be protected judiciously. A demand has been made to the Chief Minister that on July 16, 2008 and September 23, 2015, a bill to provide 14 per cent reservation to unreserved classes was unanimously passed in the Rajasthan Legislative Assembly, while at present only 10 per cent has been given. Therefore, using the rights given in Article 15 (6) and 16 (6) of the Constitution, it should be increased to 14 percent. Along with this, this reservation was given only in government jobs and education, while all other reservations are also applicable in Panchayati Raj and other local self-governing institution elections. The representation of economically backward classes of unreserved classes in local politics is continuously decreasing. Section 102 of the Rajasthan Panchayati Raj Act 1994 and Section 337 of the Rajasthan Municipal Act 2009 should be implemented in Panchayati Raj institutions, municipal bodies and all other autonomous institutions using the rights provided. So that the economically backward class can get proper political representation in politics. During this Ed. Uday Singh Tanwar, Former District Councilor Dhud Singh Shekhawat, Vijaypal Singh Banethi, Jagjit Singh Shekhawat, Amarsingh Rathore, Sarpanch Vinod Singh, Jitendra Singh Shekhawat, Risal Singh Sarpanch, Kamaljit Singh, Anil Singh, Ratipal Singh, Bharat Singh, Ram Singh, Rajendra Singh , Mamit Singh, Ravindra Singh, Ratan Singh, Bhupendra Singh, Charanjit Singh, Ajit Singh, Prithvi Singh, Nagendra Singh, Raghunath Singh, Deepak and others were present.
